It was to be Sacramento's first "lofts living" project, bringing a touch of New York lifestyle to an industrial area a few blocks south of the state Capitol.
Instead, the Capitol Lofts project at 11th and R streets has become a 13-year headache for its sponsor, the Capitol Area Development Authority and its development partners, who have been unable to get it financed.
